He earned his law degree from Mekelle University and began his career as a Public Prosecutor at the Ethiopian Ministry of Justice.

During his five years in this role, Mulugeta worked on various criminal cases and was in charge of handling international legal cooperation matters between nations. Later, he transitioned to private practice, becoming an attorney in All Federal Courts. Mulugeta specialized in high-profile criminal and civil cases.
